Delay start date for summer birthdays

I have a son who turns 5 on August 19, 2020. I would like him to wait a year before he starts kindergarten as he has a medical condition that requires him to eat pureed food and he takes a very long time eating.  There was a recent senate bill called SB2075 which would allow parents of children with birthdays between May 31 and Sept 1 the option of waiting an extra year to start kindergarten. Is anyone aware of updates in this bill and it’s likeliness of passing?
