Currently I have joint custody of my child and they stay equal amounts at both households so neither is “primary” according to CPS. As of now, her address for CPS is listed as one house however we’re considering changing her address to the other household prior to HS admission applications bc of the Tier designation. Is this advisable or is that considered fraud or “hacking the system”?
